Why did progressives such as Woodrow Wilson & Theodore Roosevelt support eugenics?

The government is quietly practicing eugenics today. Poor minorities are monetarily encouraged to produce children. The more they produce the more money and benefits they get. Aggressive whites are over taxed, taught birth control, practice abortion, and pressured into being gay. Now come on, why are we watering the weeds and using the crops as mulch?
