Is "Ken Watt, ecologist," who supposedly made many exciting, dubious or ridiculous predictions, a real person?

He is not apparently a participant in IPCC or important enough in any other public forum to have generated a Wikipedia article. But some here think him terribly relevant to climate forecasting. Could he be a cousin of Zelig or Forest Gump? Just curious.
