23:1 Deuteronomy ... no one who has been emasculated by crushing or cutting may ....?
If you read the context, it is talking about people who were permitted to serve as priest within the tabernacle of Moses, and not about who can attend a church service or go to heaven. Because of the heaving lifting involved in offering sacrifices of bulls and other large animals, God exempts people who had bad backs, malformed limbs or damaged testicles (prone to hernias) from serving. Rather they were permitted to do other duties but still received the same wages as those performing the full duties in the temple. This is a law of compion for people who are handicapped and unable to perform certain types of work, not a limit on who goes to heaven.
